In the late hours on Nov. 8, election results were finalized for St. Charles County. Proposition Howell, a tax levy sponsored by the Francis Howell School District, failed with 55% of voters saying “No” to passing the levy. Superintendent Dr. Mary Hendricks-Harris released a statement via email and on the District’s Facebook page.
